<P>PROBLEM TO BE SOLVED: To provide a card issuing system and an entry/exit management system for managing a card owner's entry/exit to/from a predetermined area by issuing a card capable of realizing the identification and management of the card owner's entry/exit with high security by visually confirming the face photograph of the card and the owner of the card in a limited area by instantaneously issuing the face photograph attached card of the entry/exit person. <P>SOLUTION: A card issuing system 15 images the face photograph of the entry/exit person, and makes a rewrite card 21 write it with relevant information, and makes a management DB 14 store both the relevant information and the characteristic extraction data of the face photograph data as data for identification.
