PROBLEM TO BE SOLVED: To make a steering column further move along with an extra stroke part across a termination of collapse movement even if the steering column reaches the termination normally set. SOLUTION: After the steering column 1 is collapse-moved in a first predetermined range during a second collision, or after a tilt tightening bolt 16 is moved to a lowermost level of a tilt groove 13, an oval protruding portion 19a of a second cam 19 is brought into pressure contact with a stopper S and the stopper S is bent and deformed. Thus, the tilt tightening bolt 16 proceeds into the extra stroke part E, bends and deforms the extra stroke part E so as to extend in a moving direction and absorbs impact energy.
