PROBLEM TO BE SOLVED: To provide a useful and inexpensive blood filter by carrying out atmospheric pressure glow discharge plasma treatment to the surface of a polymer under a pressure approximately equivalent to the atmospheric pressure. SOLUTION: The blood filter is made from the polymer which is exposed to glow discharge plasma for a given length of time by applying a high-frequency voltage to the space wherein the surface of the polymer is treated by introducing one or more kinds of reactant gases composed of an inert gas, and one or more kinds of compounds selected from the group consisting of ethylene oxide, ethylene oxide oligomer, ammonia, carbon monoxide, and carbon dioxide and/or a mist of a water-soluble polymer represented by polyethylene glycol and polyvinyl alcohol on the surface of one or more kinds of polymers selected from the group consisting of polytetrafluoroethylene, polyvinyl chloride, polystyrene, polyester, and nylon, under the pressure approximately equivalent to the atmospheric pressure.
