PROBLEM TO BE SOLVED: To reduce energy loss, and enhance thermal efficiency and energy saving, by heating a gas of ordinary temperature using a high temperature exhaust gas of a gas turbine power generation device, producing a clean heated gas of around 300°C, and supplying the gas to drying equipment. SOLUTION: This exhaust heat recovery gas preheater comprises: the gas turbine power generation device 12; an exhaust heat recovery boiler 14 for generating a steam from the exhaust gas of the gas turbine power generation device; and a heat exchanger 16 for preheating the gas with the steam.
