PROBLEM TO BE SOLVED: To provide an insulating film having excellent insulating and conductive reliability and to provide a multilayer printed circuit board using the same. SOLUTION: The insulating film is formed by forming coating layers 2 each made of a polyphenylene ether organic material on upper and lower surfaces of a liquid crystal polymer layer 1 having 10-35 % of the ratio of an area caused by coupling a carbon to a hydroxy group in a Cls peak area on the surface by an analysis of a chemical coupling state of the carbon by an X-ray photoelectron spectrophotometric method.
