PROBLEM TO BE SOLVED: To provide a steel sheet which has excellent press workability, corrosion resistance and spot weldability, allows perfect combustion and decomposition of films in a cathode-ray tube sealing step, can form the films having the good corrosion resistance similar to that of blackened films without the occurrence of hematite (red rust) and elimniates the need for blackening treatment after press working. SOLUTION: A cold rolled steel strip or pickled and hot rolled steel strip of surface roughness 0.2 to 3μm Ra is pretreated by preferably an aqueous acid solution or aqueous metal ion-containing solution and thereafter the film of a thickness 0.1 to 6μm of an organic resin essentially consisting of C, H or C, H, O or C, H, O, and N is formed on its surface.
