PROBLEM TO BE SOLVED: To provide a transparent softening agent composition capable of making its appearance transparent, without using a large amount of a spacial solvent, and capable of giving a refreshing and comfortable feeling to clothes, without giving an oily feeling to the clothes. SOLUTION: This transparent softening agent composition contains a specified ratio of (a) a compound, (b) another compound, and (c) an organic solvent and water, wherein the compound (a) has one 12-36C hydrocarbon group which is composed of mixed hydrocarbon groups and one quaternary ammonium group in its molecule, and has such a ratio of a number of the hydrocarbon groups having two or more of carbon-carbon unsaturated bonds based on the total number of the mixed hydrocarbon residues as to be in a range of more than 5% but not more than 80%, and the compound (b) is selected from a compound having a 12-30C hydrocarbon group and another group selected from -SO<SB>3</SB>M (M is H or an inorganic cation) and -OSO<SB>3</SB>M, a 12-26C fatty acid, and its salt.
