PROBLEM TO BE SOLVED: To prolong the service life of a damper by suppressing oxidation degradation of the damper. SOLUTION: An oxygen permeation suppressive layer 140c, formed of a material (for example, acrylic rubber) with the oxygen permeability smaller than that of a contact surface in contact with an inner circumferential surface of a pulley and an outer circumferential surface of a hub, is provided on a non-contact surface 140a not in contact with the inner circumferential surface of the pulley and the outer circumferential surface of the hub out of outer surfaces of a damper 140. Permeation of oxygen into the damper 140 from the oxygen permeation suppressive layer 140c is suppressed thereby. Therefore, even when the temperature of the damper 140 rises, oxidation degradation of the outer surface directly exposed to the atmosphere is suppressed, and breakage of the damper 140 is suppressed, accordingly.
