PROBLEM TO BE SOLVED: To provide a flame retardant having good resistance to hydrolysis and heat resistance, and simultaneously having a high phosphorus content ratio and excellent flame retardant performance, and a flame retardant resin composition having excellent flame retardance/mechanical properties. SOLUTION: The flame retardant containing an organic phosphorus compound contains a P-P bond to be represented by formula (1) or formula (2) (wherein Ar1to Ar4are each an aryl group which may has a substituent), and the flame retardant resin composition comprises this flame retardant.
