PROBLEM TO BE SOLVED: To provide a system for selecting / connecting a channel for / to mobile phones that selects an optimum phone channel to mobile phones depending on situations of the mobile phones such as a contract charge plan for mobile phones / fixed phones, a situation as to whether or not a mobile phone is located near a fixed phone, and a situation of a called person as to whether or not the person is located at a place wherein the person is annoyed with a ringer tone when another phone calls the mobile phone. SOLUTION: The system for selecting / connecting a channel for / to mobile phones is characterized in that the system includes: the mobile phones 1; a base station 2 having an exchange for receiving a call signal from another mobile phone or a fixed phone to apply connection processing to the mobile phone 1; and a management apparatus 5 provided with an external storage device 6 for keeping connection conditions of the mobile phones 1 or fixed phones located near the mobile phones. The exchange is provided with a control means for discriminating the connection condition to perform optimum connection processing. When another mobile phone or a fixed phone makes a call to the mobile phone 1, the exchange in the base station accesses the external storage device to discriminate the connection condition and to perform the connection processing.
