PROBLEM TO BE SOLVED: To provide a starter for electronic control unit capable of executing a necessary specified processing at a proper frequency, a program and a storage medium. SOLUTION: In step 110, actual start-up times i from IG OFF to ON are successively stored. In step 155, it is determined whether the j-th actual start-up time j of K-pieces of data is above a lower limit guard value B and below an upper limit guard value B or not. In step 160, calculation processing of correction coefficientβcalculating counters CB and CA is performed. In step 170, the actual start-up time j of this time is added to sum. In step 190, the total value sum of actual start-up times is divided by the total number K of data to determine ECU start-up time average value AV that is the average value of actual start-up time. In step 200, the correction efficientβis calculated based on the counters CA and CB. In step 210, the ECU start-up time average value AV is multiplied by the correction coefficientβ, and a guard processing is performed by use of the lower limit guard value B to calculate the automatic start-up time.
