PROBLEM TO BE SOLVED: To provide a key control system and its method, and a key control program for safety encryption communication even for an apparatus with insufficient computer resources. SOLUTION: When target apparatus 1A to 1C connected to a controller unit 2 for encryption communication through a home network 100 receives a demand of key generating information necessary for generating a key used in the encryption communication, the key generating information is read out by a memory means which stores the key generating information previously, to generate a key and transmit the key generating information to the controller unit 2. When the controller unit 2 receives the key generating information, the controller unit 2 transmits it to a key management server 3 connected to the control unit 2 through the Internet 200. When the key management server 3 receives the key generating information, the key management server 3 generates the key based on the key generating information, and transmits the key to the controller unit 2.
