ENCODING ERROR ESTIMATION METHOD AND ENCODING ERROR ESTIMATION APPARATUS

PROBLEM TO BE SOLVED: To provide an encoding error estimation method and an encoding error estimation apparatus in which deterioration of a picture quality caused by compression-encoding is easily and accurately estimated without using a source picture.

SOLUTION: The encoding error estimation apparatus has: a frequency distribution analyzing means 43 for analyzing a frequency distribution of orthogonal transformation coefficients of compression-encoded video signals; a frequency distribution estimating means 44 for estimating a frequency distribution of the orthogonal transformation coefficients of video signals before compression-encoding based on the analyzed frequency distribution of the orthogonal transformation coefficients; and an encoding error estimating means 45 for estimating an encoding error of the compression-encoded video signals in accordance with the compared result of the frequency distribution of the orthogonal transformation coefficients analyzed by the frequency distribution analyzing means 43 and the frequency distribution of the orthogonal transformation coefficients estimated by the frequency distribution estimating means 44.
