PROBLEM TO BE SOLVED: To dynamically distribute storage destinations by file to a volume having an appropriate reliability characteristic and a performance characteristic, and alleviate the trouble of distribution setting for an administrator. SOLUTION: A storage requirements calculation rule setting engine 102 generates a storage requirements calculation rule 181 setting a reliability requirement and a performance requirement for every business application kind according to user's input or the like. A storage destination volume calculation rule setting engine 103 generates a storage destination volume calculation rule 182 setting a reliability requirement and a performance requirement for every storage destination volume mounted on a secondary storage group 167. A storage destination distribution engine 101 searches the storage requirements calculation rule 181 using the kind of a file (business application) to be stored as a key to acquire the reliability requirement and the performance requirement, then, using the reliability requirement and the performance requirement as keys, searches the storage destination volume calculation rule 182 to acquire a storage destination volume, and stores the file in the acquired storage destination volume.
