PROBLEM TO BE SOLVED: To resolve the problem that it is necessary to prepare a plurality of emergency telephone master units in order to accept a plurality of emergency incoming calls. SOLUTION: An emergency telephone controller 13 is provided which stores and connects a plurality of emergency telephone slave units 11 and an emergency telephone master unit 12, and this emergency telephone controller is an emergency telephone system 10 which has an incoming detection part 51 for detecting incoming calls from the slave units, an incoming response part 52 for accepting and responding to incoming calls, and a service establishing part 53 for establishing a service between an emergency telephone slave unit from which an incoming call has been accepted and responded to, and the master unit at the time of accepting and responding to the incoming call to the master unit, and the emergency telephone system 10 has a conference service establishing part 54. Each time when an incoming call to the master unit from another emergency telephone slave unit is accepted and responded to by the incoming response part 52 in the midst of a service between one slave machine and the master unit, the system has a conference service establishing part 54 which sequentially establishes a conference communication with the slave unit the incoming call from which has been accepted and responded to, in the service between the slave unit and the master unit.
