<p><P>PROBLEM TO BE SOLVED: To improve reliability of VBI (vertical blanking interval) transmission by effectively and surely retransmitting data if a transmission error occurs when VBI included in a analog image signal is transmitted superimposing a digital signal. <P>SOLUTION: The apparatus comprises an analog image signal input means, a video decode means, a compression encode means, a transmission control means, a retransmission control means, a delay control means, and a modulation means. When an error occurs during transmission, if the transmitted data can be reproduced in a predetermined permissible delay time, the data is retransmitted, and if the data can not be reproduced, the data is abandoned.
