PROBLEM TO BE SOLVED: To provide a network monitoring method and network monitoring device which improve the reliability of network monitoring without generating a device to be monitored impossible to monitor by an abnormality of communicating state. SOLUTION: When a network monitoring part 10 instructs each of nodes 21, 31, 32, 33, 34 and 35 to start or stop polling while designating a polling node, each node starts or sops the polling to the node designated by the network monitoring part 10 including its own node. According to such a structure, even if a line failure or the like occurs on a communication network monitored by a network management system 10, the polling node can be flexibly added or reduced by the instruction from the network monitoring part 10, and the reliability of network monitoring in the network failure is improved.
