PURPOSE: A system for protecting a property right from illegal issuance or forgery of a seal certificate is provided to prevent the unlawful loss of the property right due to the illegal issuance and the forgery of the seal certificate, and to make an officer issuing the seal certificate concentrate on a duty without worries. CONSTITUTION: An issuer or a receiver of the seal certificate transmits an issuance or a reception state of the seal certificate to a manager computer. The transmitted data is stored to a database in the manager computer. The data stored in the database is displayed. A member knows the issuance or the reception state of the seal certificate through a member computer.
