PROBLEM TO BE SOLVED: To provide a communication control system or the like for enabling communication with a USB1.1 between two electronic devices when one electronic device desires to communicate with the USB1.1 by some kind of a cause when the two electronic devices are provided with USB2.0 communication capability. SOLUTION: If a negotiation result is a USB2.0 when a host side demands communication with a USB1.1, the host indicates to a target that only USB1.1 communication capability is declared in the next negotiation even if the target is provided with the USB2.0 communication capability. The target that has received the instruction makes the USB1.1 to be forcedly selected as a result of the negotiation by declaring only the USB1.1 communication capability in the next negotiation even though the target is provided with the USB2.0 communication capability.
