PROBLEM TO BE SOLVED: To provide a defrosting and thawing agent composition thawing frost and ice attached on a glass surface represented by a windshield of a car, causing no trouble by re-freezing of water, causing no glaring and keeping the field of vision clear, and capable of water removal of the glass surface together with thawing. SOLUTION: This defrosting and thawing agent comprises at least 0.01-10.0 mass % of amino modified silicone, 0.02-10.0 mass % of water insoluble silicone, and not less than 50.0 mass % alcohol.
