PROBLEM TO BE SOLVED: To provide a heating device of a belt heat type which has a nip with a wide pressure area, is driven at a high speed with low torque, has a low heat capacity and ondemand structure, and is capable of high speed heat response in which the surface of the belt can be directly heated without using an external heat source, and to provide a heat fixing device of a belt heat system which ensures fixing capability in high speed consecutive passage of paper and stable image quality. SOLUTION: In the heating device which heats a material P to be heated in a nip N formed between a first member 21 and a second member 5, while sandwiching and conveying the material P, the first member 21 has a double belt structure composed of a first belt 1 which is in contact with the second member 5, and a second belt 2 which is disposed inside the first belt 1 and presses the first belt 1 against the second member 5, thereby forming the nip N.
