PROBLEM TO BE SOLVED: To reduce optical propagation loss due to propagated light scattering in an optical waveguide in which a groove 30a is formed on an upper surface 30b of a substrate 30 to be used as a lower clad and a core 31 is formed in the groove 30a.

SOLUTION: In the optical waveguide, the upper surface 31a of the core 31 in the groove 30a is located at to a position lower than an upper surface 30b of the substrate 30. An upper clad 32 may be provided on the core 31 and the core 31 is preferably formed of an organic and inorganic complex.
