PROBLEM TO BE SOLVED: To provide a cellular phone and a disaster information network utilizing the cellular phone in which every general citizen is capable of accurately transmitting-receiving information in the case of disaster such as audio information, video information and data even under a disaster situation in which it is difficult or impossible to use a public telephone network. SOLUTION: The cellular phone with a built-in camera is provided with a LAN control part 7 and a wireless LAN interface 8. In disaster, a wireless LAN with a radio base station is constructed by using the LAN control part 7 and the wireless LAN interface 8. Audio information such as a message of rescue request, image information on the situations of peripheral areas and the other data are transmitted from the cellular phone side, and distribution of information such as a map of evacuation locations required in the disater is distributed from the radio base station.
