PROBLEM TO BE SOLVED: To provide a signal processing apparatus capable of detecting an electronic watermark signal with high reliability and superimposing the electronic watermark signal on an image signal in a state of suppressing the effect on the image quality. SOLUTION: A modulation section 24 modulates an electronic watermark signal WM1 to generate an electronic watermark signal WM2 so that an image corresponding to the electronic watermark signal WM2 in an image corresponding to a digital video signal DV02 becomes hardly visible by taking into account visual characteristics of human beings on the basis of characteristic detection data P of a digital video signal DV01 received from an image characteristic detection section 23 and the electronic watermark signal WM2 is superimposed on the digital video signal DV01 with an embedding strength (superimposing strength) within a prescribed range on the basis of embedding strength designation data C received from an embedding strength control section 27.
