PROBLEM TO BE SOLVED: To provide a method for effectively treating wastewater containing a harmful substance without producing sludge, and and also to provide a a chemical agent used therein. SOLUTION: Copper is added in wastewater containing a harmful substance so that the content of copper in sludge becomes 10 mass % or more and alkali is added to adjust the pH of wastewater to 8 to 12. By this method, the harmful substance is removed from wastewater by the coprecipitation of the harmful substance along with a copper hydroxide and further formed sludge is treated in a copper recovery process to perform the treatment of wastewater containing the harmful substance without yielding sludge.
