PROBLEM TO BE SOLVED: To provide a photosensitive drum substrate and a photosensitive drum which prevent density irregularity like interference fringes from appearing in a solid image due to interference between light reflected by the surface of the substrate and light reflected by a photosensitive layer, of laser light. SOLUTION: When an average surface roughness Ra is≤0.1μm, the photosensitive drum substrate has a reflectivity of≤1% based on a light source, and the photosensitive drum uses this photosensitive drum substrate.
