<P>PROBLEM TO BE SOLVED: To provide a hydrogen generating device that accomplishes its compactification and weight reduction in comparison with a reforming device employing forced cooling such as water cooling or air cooling. <P>SOLUTION: The structure shown in Figure (b) has a disadvantage that a targeted modification with a CO modifying catalyst 18 is not sufficiently performed since a phenomenon that the heat of a reforming catalyst 17 is transmitted through a cylindrical container 11 to warm the CO modifying catalyst 18 occurs. Therefore, as shown in Figure (a), a heat insulating layer 16 is placed between the reforming catalyst 17 and the cylindrical container 11 so that the heat of the reforming catalyst 17 is not transmitted to the cylindrical container 11. Thus, the CO modifying catalyst 18 is kept at the targeted temperature, properly performing the targeted modification.
