PROBLEM TO BE SOLVED: To provide a system and program capable of providing the advertisements of moving images or the like without making the always connected Internet user feel any stress accompanied with the stand-by time of data transfer. SOLUTION: This program is configured to make an always connected computer execute a non-operation time detecting function for measuring an elapsed time from the latest input signal, a moving image data fetching function for requesting the transmission of moving image data to a server when the elapsed time exceeds a fixed time, and for storing the received moving image data in a storage means, and a moving image display function for picture-displaying moving images based on the moving image data when the first input signal posterior to the elapsed time exceeding the fixed time is inputted.
