PROBLEM TO BE SOLVED: To attain highly precise throttle-less operation by using a variable valve mechanism varying a valve lift amount. SOLUTION: A VEL target operating angle calculating part (b) for calculating the target operating angle of the variable valve mechanism varying the valve lift amount corrects (IVC correction) a target volume flow rate TQHOST corresponding to a target torque of an engine calculated by a target volume flow rate calculating part (a) according to the valve opening timing of an intake valve and the valve lift amount and sets a target valve operating characteristic TGVEL of the variable valve mechanism based on the corrected target volume flow rate. The valve operating characteristic of the intake valve is controlled so as to be the target valve operating characteristic TGVEL, thus precisely realizing intake air amount control, that is, throttle-less driving by the variable valve mechanism in a low valve-lift range.
