<p><P>PROBLEM TO BE SOLVED: To perform serial data transfer without causing electromagnetic radiation and frequency shifts. <P>SOLUTION: A signal control device has a plurality of signal processing circuits having respective clock generating parts and interconnected by a serial I/F controlled by data signals, clock signals and reference pulses and sending and receiving data in synchronization with clocks. The plurality of signal processing circuits are interconnected by data lines and reference pulse lines, with either of the signal processing circuits operating as the master circuit and the remainder as slave circuits. The master signal processing circuit transmits reference pulses to the slave signal processing circuits at predetermined intervals during measuring periods. The slave signal processing circuits receive the reference pulses at predetermined intervals during the measuring periods. By measuring the reference pulses based on the clock signals coming from the clock generating parts, the frequency shifts of the clock signals are measured.
