PROBLEM TO BE SOLVED: To provide a signal processing apparatus and method in which a picture quality is improved by displaying an input video signal quantized equally with or more than 8 bits on a screen with bits reduced as little as possible while minimizing its loss in a digital video system wherein a signal such as a distortion or color difference signal is displayed with a quantization level of 8 bits per pixel. SOLUTION: The signal processing apparatus for the digital video system includes an input part for inputting a signal quantized to M bits, and an output part for outputting A during (2M-N-B) and outputting A+1 during B in (2M-N)th vertical scanning when a decimal value of high-order N bits in the M bits is defined as A and a decimal value of low-order bits in (M-N) bits excluding N bits is defined as B in the case of M>N.
