PROBLEM TO BE SOLVED: To provide a character input system, a character input method, a character input program and a recording medium of which the number of keys can be reduced, which can be made to be easy to memorize, to be easy to strike. SOLUTION: Five vowel keys for inputting vowels of Japanese, nine consonant keys for inputting consonants of resonant sounds and a shift key for switching the consonant keys into shifted states are set in the character input system and consonants "G", "Z", "D", "B", "P" of voiced sounds and p-sounds are set in the shift state of the consonant keys for inputting the consonants "K", "S", "T", "H", "N".
