PROBLEM TO BE SOLVED: To provide a high temperature and high pressure vessel capable of effectively using a space inside the vessel by effectively cooling a vessel packing without wetting a piano wire with the cooling water. SOLUTION: In this high temperature and high pressure vessel formed by winding the piano wire 3 imparted with the tensile force, around the periphery of a cylinder body 2 to apply the compressed residual stress to the cylinder body 2 and by sealing openings of the cylinder in the axial direction thereof with a removable upper and a removable lower covers 4 and 5 to process a material W to be processed, which is put in the vessel at a high temperature and a high pressure, the cylinder body 2 is formed into the double-cylinder body formed of an inside cylinder 2a and an outside cylinder 2b fitted on the inside cylinder through a plurality of spacers 6 arranged along the peripheral surface of the inside cylinder 2a, and a cooling water flow passage communicating from one end to the other end of the double-layered cylinder body is formed between the adjacent spacers 6.
