<p><P>PROBLEM TO BE SOLVED: To enable strain detection to a face, and to facilitate installation by precasting. <P>SOLUTION: First, an optical-fiber cable 11 is allowed to meander in plural times in the lateral direction, to turn by 90°, and to meander in plural times in the longitudinal direction so as to be overlapped on the cable in the lateral direction.
