PROBLEM TO BE SOLVED: To provide a steel building material that is improved in roll-formability so that the material may not cause springing back and may not become a defective roll when the material is rolled by setting the Young's modulus and yield stress (YS) of thin lightweight shape steel to prescribed values at the time of using the shape steel as a building material and, in addition, can secure the buckling-resisting ability required as a building material. SOLUTION: The thin lightweight shape steel is used in a steel-based panel structure constructed by fixing frame materials 35, 32, and 31 composed of thin lightweight shape steel having a thickness of about 0.3-2.3 mm and a surface material for structure with drill screws and is excellent in formability and building material characteristic. The thin lightweight shape steel constituting the frame materials 35, 32, and 31 is composed of a material having a yield stress (YS) of <180 N/mm<SP>2</SP>, desirably, >120 N/mm<SP>2</SP>and <180 N/mm<SP>2</SP>and a Young's modulus (E) of >210 kN/mm<SP>2</SP>and has excellent formability and building material characteristic.
