PROBLEM TO BE SOLVED: To provide a surface-coated cemented carbide cutting tool having a hard coat layer exhibiting excellent wear resistance in a high-speed cutting work. SOLUTION: In this surface-coated cemented carbide cutting tool, the hard coat layer consisting of a composite nitride of Al, Ti and Hf is physically evaporated on the surface of a tungsten carbide group carbide base body or titanium carbide nitride-based cermet base body in an overall average layer thickness of 1-15μm. The hard coat layer is formed so as to have a component concentration distribution structure in which the Ti lowest content point and the Ti highest content point are alternately repeatedly present at prescribed intervals, and the Ti content is continuously changed from the Ti highest content point to the Ti lowest content point or from the Ti lowest content point to the Ti highest content point. The Ti highest content point and the Ti lowest content point satisfy a composition formula (Al<SB>1-(X+Y)</SB>Ti<SB>X</SB>Hf<SB>Y</SB>)N (wherein X represents 0.35-0.60, by atomic ratio, and Y represents 0.01-0.15) and a composition formula (Al<SB>1-(Z+Y)</SB>Ti<SB>Z</SB>Hf<SB>Y</SB>)N (wherein Z represents 0.05-0.30, by atomic ratio, and Y represetns 0.01-0.15), respectively, and the space between the adjacent Ti highest content point and Ti lowest content point is 0.01-0.1μm.
