<p><P>PROBLEM TO BE SOLVED: To make evaluations of effects, without time constraints, onto service lines among existing communication cables, in conducting additional transmission using free lines among the communication cables. <P>SOLUTION: The following steps are taken. (1)An attenuator 1 is adjusted so that an error rate of a transmission signal c1 as a composite signal consisting of a transmission signal a1 and a transmission signal b2 may be an error rate which becomes allowable by a transmission device A'. (2)A transmission levelαof a transmission signal b2 is measured. (3)The amountβof crosstalk by a transmission signal b1 sent from transmission device B is measured through the same type of communication cable as the existing cable.
