PROBLEM TO BE SOLVED: To provide a cutter preventing scraps generated when cutting a belt loop material in V shape from scattering around. SOLUTION: The cutter 4 is driven by rotating a fixed blade 20 and a movable blade 21 by a rotation drive mechanism 22, and cuts the belt loop material 6 in V shape by cooperation of the fixed blade 20 and the movable blade 21. As scattering preventing members 43, 44, pushing the belt loop material 6 from upside when cutting, are arranged so as not to make the scraps 6a, 6b generated when cutting the belt loop material in V shape scatter, the scraps 6a, 6b are prevented from scattering around, and the working circumstance is kept in good state.
