PROBLEM TO BE SOLVED: To form an image having high fixability to a recording medium as well as to form a three-dimensional image of a sufficient height. SOLUTION: The image forming toner comprises at least a binding resin and a foaming agent having a shell and comprises a compound which bonds the binding resin to the shell. The method for manufacturing the image forming toner comprises a step for mixing at least the binding resin and the foaming agent having a shell in an organic solvent in which the binding resin is soluble to prepare an oily component, a step for suspending the oily component in an aqueous solvent containing the compound which bonds the binding resin to the shell to prepare a suspension, and a step for removing the organic solvent from the suspension. The developer comprises the toner and a carrier. In the image forming method and the image forming apparatus, a three-dimensional image is formed with the toner on a recording medium by generating foam from the foaming agent in the toner in a step for fixing a toner image on the recording medium.
