PROBLEM TO BE SOLVED: To provide an optical fiber aligning apparatus which can shorten the protrusion of optical fibers and facilitates working, such as setting of optical fiber adapters, and to provide an optical fiber welding splicer. SOLUTION: The optical fiber aligning apparatus is provided with a holder supporting section 11 for rotatably supporting a body 34 of an optical fiber holder 30 for holding a coated optical fiber 40a in such a manner that the center axis of the coated optical fiber 40a is the center of rotation. The aligning apparatus performsθalignment by rotating the holder supporting section 11 itself by means of a drive gear (not shown in Fig.) intermeshed with a passive gear section 15 disposed at the holder supporting section 11 thereby rotating the coated optical fiber 40a held at the optical fiber holder 30 forward and backward at a specified angle around its center axis.
