A central processing unit (GT) (10) comprises a secret key and a cipher engine (16) confidentially. Before the GT (10) executes a software, the license added to the software is given to the GT (10). The license includes information in which the code cipher key used when coding the software is coded by an public key forming a pair with the secret key. When the license is given, the cipher engine (16) acquires the code cipher key by decoding the license by using the secret key, and the software is decoded by using the coded cipher key.
