PROBLEM TO BE SOLVED: To provide a developer regulating member, a developing device, a process cartridge and an image forming apparatus with which a stable developing thin layer is formed, the set image defect of a developing roller that a sharp line whose density is thick is caused on an image is avoided, and the high-quality image whose density is stable is formed. SOLUTION: In the developer regulating member 23 abutting on the surface of a developer carrier 21 having elasticity and regulating the amount of developer 25 on the developer carrier 21, at least the surface roughness of the abutting part of the member 23 on the developer carrier 21 is larger than 2.0μm in terms of ten-point average roughness Rz, and the maximum height Rmax is set to be smaller than the average particle size of the developer 25.
