PROBLEM TO BE SOLVED: To provide a value management device and a value moving system capable of ensuring fixed amounts of value contents or more.

SOLUTION: This value moving system is provided with a deposit and saving amount management computer 100 of a financial institute and a communication terminal 200. The deposit and saving amount managing computer 100 has: a setting storage part 101 in which the lower limit amount and the priority of the amounts of saving at a predetermined date are set for each of the accounts of the financial institute; a deposit and saving amount storage part 103 in which the amounts of saving of each account are stored; a managing part 105 for performing predetermined processing in response to a download(DL) request for electronic money; and a transmitting/receiving part 107. The communication terminal 200 has: a setting storage part 201 in which the lower limit amount and the priority of the amounts of holding at a predetermined date are set for electronic money stored in the communication terminal 200; an electronic money storage part 203 in which the balance of electronic money is stored; a management part 205 for performing predetermined processing in response to a UL request for electronic money; and a transmitting/receiving part 207.
