<P>PROBLEM TO BE SOLVED: To provide an optical recording medium which has a uniform thickness over the whole body and small weight, and which has record or regenerated light radiated from a cover layer side, and to provide its manufacturing method. <P>SOLUTION: This optical recording medium is provided with a recording layer and a cover layer on a substrate on one surface of which the signal pattern is formed, and information is recorded on/reproduced from the optical recording medium by radiating light from the cover layer side. A foamed layer is formed on the substrate. The optical recording medium is manufactured by using the substrate on which the foamed layer is provided. The substrate on which the foamed layer is provided is made lightweight, and thus the weight of the optical recording medium manufactured by using this substrate is also reduced.
