PURPOSE: A method and a device for carrying out a lotto/pari-mutuel ticket service on a terminal having a VOIP(Voice Over Internet Protocol) phone are provided to maintain security by carrying out the lotto/pari-mutuel ticket service through a fixed IP(Internet Protocol). CONSTITUTION: A controller(51) controls a voice signal and a compressed digital signal transmitted from an interface by receiving a controlling program embedded into a memory(53). A display(55) displays the voice signal and the digital signal controlled by the controller. A LAN(Local Area Network) port(57) interfaces the digital signal processed by the controller with a provider server or a certification server through the LAN. The VOIP phone(59) receives the voice signal from a user through the LAN. Thus, the user of the terminal receives the lotto/pari-mutuel ticket service or carries out a voice call through the VOIP phone.
