PROBLEM TO BE SOLVED: To provide a system, a method and a computer program for assigning a tuner resource to the consumer of a tuner when the conflict of the tuner occurs. SOLUTION: When the tuner resource of the system or a network is resident in a central server, the tuners of them are assigned according to the priority of the request of the tuner and the priority of the present tuner. The request of a tuner of a higher priority than one of operational tuners is permitted. However, the tuner is never taken from the consumer without warning. The conflict of the tuner can be prevented by lowering the priority of each tuner according to need. COPYRIGHT: (C)2004,JPO
