PROBLEM TO BE SOLVED: To prevent deterioration of the durability of a film due to the existence of a ground layer and besides to retard surface reflectance and reflected colors, in a composite material having a structure wherein the ground layer having proper functions is formed on a substrate surface and a photocatalyst layer is laminated on the ground layer. SOLUTION: The ground layer 14, the photocatalyst layer 16 and a hydrophilic layer 18 are laminated sequentially on the surface of one side of a transparent glass substrate 12. The ground layer 14 forms a sodium diffusion retarding layer and is constituted of any of a mixture of an inorganic oxide such as SiO<SB>2</SB>or Al<SB>2</SB>O<SB>3</SB>and a lanthanoide oxide such as La<SB>2</SB>O<SB>3</SB>, Pr<SB>2</SB>O<SB>3</SB>or CeO<SB>2</SB>, a double oxide thereof, Ta<SB>2</SB>O<SB>5</SB>, ZrO<SB>2</SB>or Y<SB>2</SB>O<SB>3</SB>or a mixture of ZrO<SB>2</SB>and TiO<SB>2</SB>. The photocatalyst layer 16 is constituted of the photocatalyst TiO<SB>2</SB>, for instance. The hydrophilic layer 18 is constituted of SiO<SB>2</SB>.
