<P>PROBLEM TO BE SOLVED: To execute a work from instructions of work contents to work execution in a short time without manager's grasp of skill levels of all workers. <P>SOLUTION: In this system, the skill level of work of each the worker operating a worker terminal 52-1 to 52-n is registered into a skill information database 12.
