PROBLEM TO BE SOLVED: To provide a laser amplifier, a laser amplifying method and a laser amplifying device where the stimulation can be performed by a semiconductor laser, and high efficiency, small size, long service life and highly stable operation can be simultaneously realized in the laser amplifier, the laser amplifying method and the laser amplifying device where a rare earth metal forming a self-terminating transition is added. SOLUTION: The laser amplifier, the laser amplifying method and the laser amplifying device can be obtained by using a semiconductor laser light source having two appropriately selected wavelengths as a stimulation light source. The stimulation light source uses a first semiconductor laser stimulation light source which stimulates the ion from a ground level to a lower laser level or an energy level higher than the lower laser level and a second laser semiconductor laser stimulation light source which stimulates the ion from the lower laser level to an upper laser level.
