PROBLEM TO BE SOLVED: To obtain a resin-coated roller such that the surface of a resin coating layer on the surface of a core bar made thin has superior smoothness. SOLUTION: This resin-coated roller 11 has at least one or more resin coating layer on the hollow cylindrical core bar. While a heater 13 inserted into the core uniformly heats the surface of the core, a smoothing roller 20 which has less surface roughness than the surface of the coating layer is made to abut against the surface of the coating layer, thereby making the surface of the resin coating layer smooth.
